Every truckload that crosses the Canada-US border clears customs on the strength of a barcode sticker. It goes on the commercial invoice at pickup, it gets transmitted to a customs broker while the truck is still hours from the line, and by the time the driver reaches the booth, the shipment has either already been reviewed and released — or it has not, and the truck stops. Shippers see “PARS” and “PAPS” on paperwork constantly and rarely learn what the systems behind them do until a load is sitting in secondary.
Alpha Trans has cleared loads through both systems daily since 2002. Here is a plain explanation of how pre-arrival clearance actually works in each direction, where it breaks, and why the quality of your carrier’s dispatch desk — not the driver, not the booth officer — usually decides whether your freight rolls through or sits.
The idea behind both systems: clear the load before the truck arrives
Canada and the US run parallel systems built on the same principle: customs should review a shipment while the truck is still on the highway, so the booth is a checkpoint, not a processing office.
- PARS — the Pre-Arrival Review System — is CBSA’s stream for commercial goods entering Canada.
- PAPS — the Pre-Arrival Processing System — is US CBP’s stream for commercial goods entering the United States.
In both, a unique barcode number ties three things together: the physical shipment on the truck, the carrier’s electronic manifest, and the customs entry the broker files. When all three match before arrival, the officer at primary inspection scans or keys the number, sees a recommended release, and waves the truck through in seconds. When any one of them is missing or mismatched, there is nothing the driver can do at the window — the load goes to secondary or gets turned around, and the hours start.
PARS: clearing into Canada
A PARS number is built from the carrier’s CBSA carrier code plus a unique shipment number, printed as a barcode label. The sequence on a southbound Ontario pickup heading north — say, a US supplier shipping into Brampton — looks like this:
- At pickup, the barcode label goes on the commercial invoice and bill of lading.
- The carrier sends those documents to the importer’s customs broker immediately — not from the border, but from the dock.
- The broker files a release request with CBSA referencing that PARS number, and the carrier transmits its ACI eManifest (cargo and conveyance data) at least one hour before the truck arrives at the crossing.
- CBSA reviews everything pre-arrival. At the booth, the officer scans the barcode: released, referred for examination, or — the dreaded phrase — “no PARS on file.”
Since CARM took full effect, there is a fourth party in the chain: the importer itself. Even a perfectly filed PARS entry will not release if the importer of record is not registered with active financial security — the failure mode we covered in our CARM guide. The barcode is necessary, not sufficient.
PAPS: clearing into the US
PAPS mirrors the same flow southbound. The barcode is the carrier’s SCAC code plus a unique number, and it becomes the shipment control number that links the paperwork:
- The label goes on the invoice and BOL at pickup, and the documents go to the US customs broker right away.
- The broker files the entry with CBP through the ABI system, referencing that shipment control number.
- The carrier transmits its ACE eManifest at least one hour before arrival — reduced to 30 minutes for FAST-eligible shipments on certified carriers.
- CBP’s targeting system scores the shipment pre-arrival. At primary, the officer pulls up the manifest, sees the matched entry, and releases — or refers.
That targeting score is where certifications quietly do their work: a CT-PAT carrier’s shipments carry a lower risk score in the same system that decides which pre-cleared trucks still get pulled for examination.
Where clearances fall apart
Almost every pre-arrival failure traces to one of four causes, and none of them happen at the border:
- The documents left the dock late. If the invoice reaches the broker when the truck is an hour out, the broker is filing against the clock. Pre-arrival clearance starts at pickup, not at the crossing.
- “No PARS/PAPS on file.” The broker never received the docs, filed against a mistyped number, or the entry was rejected and nobody noticed. The driver arrives; the system has never heard of the load.
- Manifest and entry do not match. The eManifest says one thing, the broker’s entry says another — piece counts, weights, control numbers. Mismatches send trucks to secondary even when both filings exist.
- The importer is not in good standing. On the Canadian side, a CARM registration or security lapse holds the load no matter how clean the carrier’s paperwork is.
And sometimes the failure is the government’s own infrastructure: when CBSA’s eManifest system falls behind — as it has repeatedly, documented in our border delays survival guide — the carriers that keep moving are the ones whose drivers carry printed cargo control documents as a paper fallback on every load.
When pre-arrival is not ready: bonded movement
If a load reaches the border without a completed clearance, the alternative to waiting is moving in bond — the freight travels uncleared, under bond, to an inland customs facility and clears there instead of at the line. Northbound, that means a sufferance warehouse; southbound, an in-bond entry to an inland port. It is how a bonded carrier keeps a high-value load rolling when a broker filing stalls, rather than burning driver hours on the bridge apron.
The catch: the carrier must be bonded in the country the freight is entering, and most are bonded in one or neither. A carrier bonded on both sides has an option the others simply do not — one of the checklist items from our carrier selection guide.
What disciplined dispatch looks like
The barcode systems are simple. Executing them a few hundred times a week without a miss is not. A carrier that treats clearance as part of dispatch — not the driver’s problem — does the same things on every load:
- Sends invoice and BOL to the broker from the pickup dock, not en route.
- Verifies the PARS or PAPS number is accepted in the system — not just filed — before the driver is committed to the crossing.
- Confirms the eManifest transmitted and matches the entry, inside the one-hour window with margin to spare.
- Checks the importer’s CARM standing northbound before the truck ever leaves the yard.
- Pushes the clearance confirmation to the driver, and keeps a live dispatcher on the phone if an officer has a question at the booth.
Ask a prospective carrier to walk you through this sequence for a real load. A carrier that runs it daily answers in specifics; a carrier that leaves it to the driver and the broker answers in generalities.
